Refractory period after using psionics

I allow characters to use over higher magnitudes of abilities than they could normally use.  For example a 3rd level character using a 6 level magnitude ability.  I know that after the ability is used the player has a refractory period which is based on the chart and the skill rank.  My question is do they also get a d100 roll?    Here is my example a 3rd level character is healing bleeding 5/rnd  and dose not want to have the PC bleed for several rounds while he heals him so he does a magnitude of 20 which is 17 levels over his level.  the refractory period for 17 levels over is -225. Player has skill bonus of 65.  if that is all that is considered pt would have refractory total of -150 which would require 10 rounds of rolling on psionic death and psionic burn out tables.  Am I reading this right?
