Star Strike starship drift.

In Star Strike, for Spacemaster, if a ship builds momentum, it drifts *half* that momentum each subsequent turn.  Why the half?  I can see two reasonings, neither of which give me a half momentum drift:

1.  Ship accelerates instantaneously, moves X hexes forward, ends up with a speed of X, and therefore should drift X hexes each subsequent turn.

2.  Ship accelerates at a constant rate over the current turn, moves X/2 hexes (since its speed varies between 0 and X over the turn, and has an average speed of X/2), finishes the turn with a speed of X, and therefore drifts X hexes each subsequent turn.

The first interpretation suggests you should have (in Space Master parlance) momentum and drift being equal.  The second suggests that you should drift twice your momentum.

That leaves me puzzled as to where the drift half your momentum rule came from.  Any thoughts?
