Non magic bonus for armour

If I have a non-magic bonus for armour does this bonus effect the other penalties for the armour?

Example
Normal reinforced full leather coat (AT8) wearing this gives me AT 8(0). It also has the following penalties:
Min:             -15%
Max              -50%
MM Pen:        -15%
Missile Pen:   -15%
Qu Pen:        -15%

If I have reinforced full leather coat (AT8) with a non-magical bonus +10 (due to superior workmanship). Now wearing this gives me AT 8(10). However, do the other penalties stay the same or are they also decreased by the +10%? Effectively giving me:
Min:             -5%
Max             -40%
MM Pen:       -5%
Missile Pen:   -5%
Qu Pen:        -5%

Is it any different if it was magical rather than non-magical? What if the bonus was +20%? Would that effectively give me +5% for MM penalty, Missile penalty and Qu penalty?

It is my understanding with non-magical armour all the other penalties remain the same.

But magical bonuses do apply to the other penalties?

9.6 TYPE I ARMOR DESCRIPTIONS
All magical bonuses on armor are added
directly to the wearer’s defensive bonus (DB).
All magical armor encumbers as does non–
magical armor unless stated otherwise.

In all the treasure generation tables the items are either bonus items OR light/less encumbering until you get to the specific Type I and Type II armours that have a protective bonus and encumber like a lighter armour type such as Armor of Lightness +10 [5](AT-10) that has +10 DB, protects as AT 10 but encumbers as AT 5.
