Vehicle Maneuverability

  It has been sometime since I have looked at HARP Sci-Fi but I have been reading HARP Sci-Fi Extreme and was wondering if someone could help me with info on a vehicles "Maneuverability". Just how is it figured out? If that is not a state (or company) secrete.
  I was thinking that it would have to do with the ships; size, purpose (military or civilian), construction layout (deck plan), construction materials (ie smart metal or ability of craft to adjust to different environments; like the scout ships ability to extend wings to aid in maneuverability in atmo.(maybe that is construction though)), shape (in atmo., under-water or liquid) and probably something I did not list.

  The main reason I ask is that it is added to OB and DB and there for very important for a craft IMHO.
