Sub-Skill and Untrained Modifiers

Looking over the Gamma version rules made me think.  Should a person untrained in a skill receive both the -25 modifier as well as the negative sub-skill modifiers?  For example:  Should someone untrained in Space Pilot have to overcome a -65 (-25 Untrained + -40 Starship Sub-skill) if they have to take control over a runaway starship?  It seems a little unbalanced to have someone who's taken ranks in Starfighter to have to overcome a -40 when someone untrained only has to overcome the -25.

I would suggest using the greater penalty of -25 or the subskill penalty for those who are completely untrained. Consider this noted as a rules issue for discussion in SysOp's Guide.
