Knows X spells per Y levels

I'm thinking about adapting some adventures from Planescape to HARP. One of them involves Joten, who I would use Greater Giants to represent. The line "Knows one spell per every two levels they have" throws me off a bit, mostly because of how the Codex definied knowing spells for the *shudder* "Adventurer" profession. Does the line mean know as in actually have enough ranks to cast the base form, or knows as in has at least one rank in it per the Codex? Thank you.

I would say has @ least base ranks in, just make sure some are lower cost spells.  You might be better off stating they get x ranks of spells per year level.
Anything that makes the GMs life easier without messing the game up will always get a vote from me.
