Scaling spells down

I had to do this when using College of Magics to make a Blood Magic talent for a race/species. Doing so made me wonder, aren't there times when someone would want to change at least one of the base parameters of a spell to something less? For my race, this was from a range of 10 feet to a range of self. This is probably an uncommon occurrence in play, but shouldn't scaling work in both directions?

I have done the same in regards to penalties/bonuses but never allow it to impact casting time.

Well, there's still every 5 PP (or portion thereof). In my case, I changed the range down and increased the duration, so ultimately the Active Blood Magic Talent would cost a little more in PP than the base spell, Changing Ways.
