Psionic Attack question

I searched the forum and I'm not sure I found a topic that answers my question. Psionic attacks have their critical size determined by the Tier of the discipline, and the chart for tier adjustment only includes Range, Area, and Duration. So my question remains, how does a character making a psionic attack determine which tier the effect takes? Thank you.

The character chooses the attack size tiering (default will be Tiny Tier 1) and takes the modifier for higher Tiering if chosen and capable.
