A Question about Universal Spells

The RAW says that anyone can use universal spells.  My first question is could a caster incorporate them into his base list?  Question two, if so, how many? For instance a Cleric list must contain 5 cleric spells.  And question 3, if a non-caster, or any caster for that matter takes universal spells do they need the Arcane Power Talent?

Universal spells are in addition to any base sphere or circle belonging to a profession.
