High Magic/Low Magic?

I can never work out if Kulthea is a high or low magic setting. There are a lot of uber-powerful people around, and some powerful items, but magic doesn't seem to be prevalent at all levels of cultures as it is in many D&D (most editions) settings. I've read a few AD&D 1st/2nd Edition citybooks again recently, and the sheer amount of everyday magic in many of them is vastly greater than any Shadow World culture I've seen.

I guess the issue I envisioned with SW magic is that you need to have training/education. Many people have an aptitude for magic, but because of their life situation, no way to discover it. People in rural areas might go their whole lives without seeing magic, while city-dwellers see it every day.

I think magic becomes more available as one rises in Social Station. The perfect examples are the Crown items of Jaiman. Outside of that I run it as very low magic item setting, but casters are pretty common.
