I have a player running a druid character and he's trying to figure out what the laboratory costs are for if he's out in the wilderness scrounging for materials to make a charm.
We're using the Loot rules.

Which edition of Loot? Page 64-69 of the enhanced version has "laboratory costs" listed (which are mostly intended to be materials and very simple tools). The quote marks are in the book text as well to indicate that we don't mean a real laboratory as built by alchemists.

Yeah, it's the current version. Is that cost recurring or is it a one time deal? If he's in the wilderness can he just construct the "lab" from scratch rather than pay coin?

The character can forage for and craft the necessary bits and pieces. Swap coin for time. Dependent on how much care is put into the making and the safe keeping, some of this will be reusable. Breakages, spoilages, etc. are quite likely, though.
