Need official clarification on Battle Runes skill

In Martial Law it reads: "A Character can only inscribe a rune of a spell he or she has learned. In addition to being able to inscribe any spells that the character knows how to cast, a character can learn to inscribe one Battle Rune for every 5 ranks he or she has in the Battle Runes skill. All runes inscribed are for the spell’s basic form—not for the scaled up version of the spell."

Does that say a character can inscribe any spell they have learned but additionally can inscribe 1 battle rune for every 5 ranks in the skill for spells they do not know?

That is correct. You as GM, however, control which spells the character can learn in their five ranks for a runic-form only.

That will work. Though I will have the player (and anyone else who does this) have to at least learn a little about the spell he wants to use and he will need to keep track of what spells he does know...
