How much can a character lift?

I am looking for a rule on this.  I can see how much the maneuvering pace is decreased by load.  But not how much a character can "dead lift".  I am sure a weak halfling can lift much less that a strapping Common man.  But how can I determine that?

But the fatter you are the more you can lift :)

I think they assume the weight is due to muscle.  But the idea does seem counter-productive a bit.

On size chart you can roll huge = very fat and you have have low ST.
And you can carry as much as a low weight high ST person!
