Nomad = RMSS Pg 226

Takes the talent Animal Empathy (RMSS Pg 258), then a nomad gets total bonuses of:
+45 Mounted Combat Skill and +25 Outdoor-Animal Skill Category

IMO, Yes.

At least I have allowed such with other players in the past.
