Part of what you're talking about (Bruce) is why I like the idea of having Race and Culture separated.  If I'm an Elf I'm going to have a certain set of Racial influences that are inherent, but if I was raised by Dwarves then my Culture will teach my skills often very different than traditional elves raised in an elven society.
I agree completely. Though I think there should also be a few more options for racial abilities somewhat based on culture (or simply culture abilities). I think that with having additional optional culture and racial abilities gives more flexibility than creating more races, cultures, or professions which in a way adds complexity to the system.
