Magic Ritual skill confusion

In the College of Magics the skill Magic Ritual is introduced. The description of the skill basically describes it as a Lore Skill. Which doesn't make sense because one could simply take it as a Lore Skill (as one of my players has). Then there is a subskill called Perform Magic Ritual and there is a -40 modifier when using this subskill. Why didn't they just make the perform magic ritual the primary skill and leave the "identify the nature and intended effect" to the actual Lore subskill? Where the confusion comes in is that the ability to identify spells and their intended effects falls under a Lore skill as a subskill as described in the core book, so why not also identify magic ritual?
