Topic: "...has spell casting capabilities..."

I noticed this line in the description for the Runes skill.  It has a condition of "if the character has spell casting capabilities..."  Well, don't all characters technically have spell casting capabilities?  I mean, they all have the potential of learning spells of some nature.  So, what's the dividing line in this case?  Is it ranks in a spell?  Is it simply having Power Points?  Is it being of a "spell casting" profession?

Yes. It is a profession that automatically gains access to a specific Sphere (not Universal) of spells.
