Opening a can of stun....

I don't have all my books with me at the moment and wonder if there is some combat action or something else except magic to give extra stun without risking to kill the players.

Combat action? I believe not.

But if you seek to subdual players without killing usually penalties+ concussion hits are the way to go.

Try poisons. They have a pretty high number of stun results.
